Thug style Norco 'COPPS' team invades local shops and steals from shop owners under guise of 'the law' Norco, Ca - On December 16, 2009 the Norco City Council, based on a recommendation by the city sponsored 'moral police' group United Norconians for Life Over Alcohol and Drugs (UNLOAD), adopted an ordinance entitled “Sale of Drug Paraphernalia”. This prohibits the sales of all items deemed to be drug paraphernalia within the City of Norco, which went into effect on January 17, 2010. On December 22, 2009, deputies from the Norco Office’s Community Oriented Policing and Problem Solving (C.O.P.P.S) team delivered the newly adopted ordinance to several local businesses that were identified as locations drug paraphernalia was sold. A responsible party at each location was contacted and advised of the effective date for this new ordinance. On January 27, 2010, deputies from the Norco Office’s C.O.P.P.S team conducted compliance checks at five businesses. Four businesses were issued citations after they were found to be in violation of this ordinance. The fifth business was closed during the hours of the compliance check. During the compliance checks over 500 items of drug paraphernalia evidence was seized including water pipes, electric pipes, metal pipes, glass pipes, wooden pipes, stone pipes, roach clips, digital scales, balance scales, separation gins, balloons and concealment storage containers.
