Murder, sex asault suspect arrested in Riverside

Riverside, California - On January 29, 2006 the Moreno Valley Police Department investigated the sexual assault and murder of 85 year-old Evelyn Ruth Ryan. The crime occurred at 24169 Eucalyptus Ave. #117, in an assisted living center.Frank GalvanAfter extensive investigation, the suspect was identified as 22 year-old Frank Gabriel Galvan, a transient formerly living in Moreno Valley.

Galvan was arrested about noon today in the City of Riverside by the Inland Regional Apprehension Team at the request of the Moreno Valley Police Department and the Riverside County Sheriff’s Department’s Central Homicide Unit.

At the onset of the investigation, physical evidence was collected at the scene, including latent fingerprints. Those prints were processed into local and state criminal fingerprint databases. Unfortunately no match could be found at the time.

After the initial crime, investigators from the Riverside County Sheriff’s Department’s Central Homicide Unit assumed the investigation and have worked diligently to identify the perpetrator.

As the investigation progressed, the public’s help was requested, a composite sketch was released and the City of Moreno Valley offered a $10,000 reward leading to the arrest of the suspect. The case was also profiled on the America’s Most Wanted website.

Approximately two weeks ago, on July 23, 2007, Galvan was arrested by the Riverside Police Department for a drug use charge. Subsequent to his booking in the jail he was fingerprinted. Those fingerprints were later processed through the CAL-ID system and found to be an exact match to latent fingerprints found at the original crime scene.

Upon Galvan’s identification being obtained, the Central Homicide Unit focused their investigation on Galvan and worked to identify his whereabouts. The investigation revealed that Galvan was transient and floated between Moreno Valley and Riverside. Galvan, however, at the time of the incident was living in Moreno Valley in the area of the Eucalyptus address.

When questioned, Galvan made incriminating statements consistent with evidence found at the crime scene and learned through the investigation.

The IRAT task force is a regional team headed by the Federal Bureau of Investigation with representatives from the Riverside Sheriff’s Department and other local law enforcement agencies.

Suspects arrested after shooting, Meth incident in Meadowbrook area

Meadowbrook, California - On 08-06-07, deputies were dispatched to the area of River Road and Highway 74 in the MeadowbrookTyler Trotter area for a report of someone shooting at a vehicle. A citizen called to report that a male passenger in a white pick-up truck had fired several rounds from a handgun at him.Deputies arrived on scene and located the suspect vehicle traveling westbound on Highway 74 near Dexter. This vehicle was identified as a white Mazda pick-up truck. Deputies conducted a vehicle stop and detained two occupants in the truck. During a search of the vehicle deputies recovered three loaded weapons; a sawed off .12 gauge shotgun, a .38 caliber revolver and a .22 caliber semi-automatic handgun. Suspected methamphetamine was also located inside the vehicle.

The investigation revealed that the victim in this incident had recognized the person in the Mazda pick-up truck as the same suspect involved in a fatal hit and run investigation that is being investigated by the California Highway Patrol, where a 15 year old boy was killed while riding his bike. When the suspects realized they were being followed by the victim, the male passenger in the pick-up leaned out the window and fired several shots at the victim. Nobody was injured in the shooting.

Kristy GarrettArrested were Kristy Lee Garrett, age 51, from Meadowbrook for drug charges and Driving under the Influence. Also arrested was the passenger in the truck, Tyler Scott Trotter, age 21, of Meadowbrook for drug charges, felony discharge of a firearm, assault with a deadly weapon and numerous weapons violations. Both suspects were booked into the Southwest Detention Center.
